I’ve been commissioned to maintain a WordPress site and I’m new to WordPress.
I’m in search for a plugin that allows me to create the following workflow:
First a user has to submit a request, which then has to be approved by a moderator.

In regards to the approval workflow, you can definitely make use of Oasis Workflow Plugin – https://www.oasisworkflow.com/
The free version, allows you to create workflows, but it is intended to publish a page/post when the workflow ends. However, the Pro version has lot of flexibility and you can set the post status to be something other than publish.
Now, once approved, you want to add some JS/HTML etc to a list – this has to be custom code, but it will be invoked as part of the workflow hook. There are several hooks that can be used to invoke your custom code. One such hook would be ow_workflow_complete – which is fired after the workflow is completed.
