I’m a divorce lawyer in Illinois. We have a convoluted system of establishing child support and alimony. I want an online calculator on my website. Can anyone do that?
You could build a form with math functions and conditional logic using Gravity Forms.

So a big part of making something like this is figuring out exactly what you want done. I just took a look at the official government calculator, looks like there are a lot of factors, could be more than what Gravity Forms or other forms are up to.
Suggest you gather all the underlying things that goes into the calculation, and if there is a paper version, scan it so you can include it in the request for quote.
