One of two things would be acceptable

1. A plugin that does exactly that. (hover and click on a state and a responsive text box prompt on the right of the page.
2. A plugin that allows you to click a state then takes you to a new webpage

Hi I have done a plugin for it check https://cartography.page. The free version does not have that feature i released.
